I thought this was removed considering how abusable it can be. After all it was shown in Kirito vs Kayaba that a sword skill cannot be stopped at will once activated.
This also brings up:
"If at any time during the technique you are blocked or prevented from continuing the combo, the system will drop control and the Sword Art will end."
It was shown against Kirito vs Kayaba that a sword skill when blocked would still continue, but it would just hit the shield.
Lysander then told me that the stagger time would last as long as the rest of the sword skill, but given some sword skills that can last for time amounts of up to 4 seconds assuming that a strike of 100 speed takes one second. How would you exactly describe a stagger that lasts for 4 seconds? More if the base attack speed of the weapon is slower.
